General Information
The Village of Caledonia is home to an active limestone quarry located along 3 Mile Road and bounded by Charles Street to the east and STH 32 (Douglas Avenue) to the west. The original portion of the quarry lies to the west of Douglas Avenue and is bound to the west by Goley’s Lane and to the north by St. Rita Road. The quarry mines the limestone bedrock via explosives and then crushes, sorts, and washes the stone to a variety of aggregate sizes for use in construction and a variety of other ways.
The Quarry is owned and operated by Payne & Dolan and operates under a Conditional Use Permit and Nonmetallic Mining Permit/Explosive Use Permit with the Village. This explosive use permit is renewed annually, and the conditional use is updated every 2 years since the quarry was expanded on its easternmost limit between 2018-2020. Blasting is completed in accordance with the Village of Caledonia’s Code of Ordinances Title 7, Chapter 10. This controls the level of blasting for both vibration and sound. Quarry Complaints
Quarry complaints can be directed to either Payne & Dolan directly or to the Village of Caledonia via the included Quarry Complaint Form below. The form can be completed in hard copy format and returned to the Village or submitted by email to the one listed on the form. Residents may sign up for email blast notifications here or may contact Payne and Dolan directly by phone at 262-524-1258. If there is further discussion regarding blasting or guidance on the regulation of the blasting, seismographs, or otherwise, you may contact the State Department of Professional Services via their complaint form linked below.
Monitoring and Regulation
The quarry is regulated by a variety of organizations above and beyond the Village of Caledonia. The federal government regulates working conditions through the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OHSA). The Environmental Protection Agency (EPA) regulates various environmental aspects along with the Wisconsin DNR who also handle air quality. Contact lucas.jewell@wisconsin.gov. The Wisconsin state Department of Safety and Professional Services for Mine Safety establishes and enforces standards to effect the safety of and protect the design, construction, and operation of mines, quarries and related activities.
The Village of Caledonia’s Code of Ordinances requires the Operator of the Quarry to monitor and record all blasts. These blasts are monitored by a separate company hired by Payne & Dolan to be in compliance with Village, State, and Federal regulations. These records are submitted to the Village for review to ensure conformance by Village Staff. In addition, results are shared with the public after complaints, for public open record requests, and summarized in monthly reports on our webpage.
